- It includes a wide variety of methods such as hitting, slapping, punching, kicking, pinching, shaking, choking, use of various objects( wooden paddles, belts, sticks, pins, or others), painful body postures, use of electric shock, use of excessive exercise drills, or prevention of urine or stool elimination.
- Corporal punishment in schools has been proscribed in Europe, as well as in Israel, Japan, and other countries. In 1979, Swede, too.
- In 1867, New Jersey became the first state in the U.S. to legally ban such disciplinary action in schools. After that, California, Hawaii, Maine, Massachusetts, Michigan, Nebraska, New Hampshire, New York, Rhode Island, Vermont and Wisconsin, the District of Columbia.
- In other states (Alaska, Connecticut, Iowa, Minnesota, North Dakota, South Dakota, Oregon, and Virginia) there are state board of education directives and /or local shool precepts repudiating corporal punishment. Over 200 cities.
- Yet, 30 states continue to authorize corporal punishment in their schools.
- There were 1 million occurrences identified in the 1986-1987 school year with 10,000-20,000 students requesting
subsequent medical treatment.
- The highest incidence tends to be in the south and southwest (particulary Florida, Texas, Arkansas, Alabama, Mississippi, Tennessee, Oklahoma, Georgia, and Kentucky), while the lowest is in the northeast , where a number of states have outlawed this.
- A 1985 poll revealed that such punishment is acceptable to 47% of American population and 60% of school officials( teachers, adminstrators, board members).

- Dr. Mr. President:
Through the developeed, industrial world, and in many developing nations, the use of corporal punishment against schoolchildren is forbidden. No European country permits the practice.
- According to the best available statistics, more than one million incidents of corporal punishment occur in our schools annually.
- This protection has been gained by agricultural workers, factory workers, military recruits, apprentices, domestic servants, psychiatric patients, convicts, suspects under interrogation, women, the developmentally handicapped, persons of color, the elderly, homosexuals by every group except one.
- We urge you to instruct the Secretary of the U.S. Department of Education to take expeditious and forceful action to deny federal assistance to any school, school district or other educational entity that authorizes the use of corporal punishment.

- 225,000 cases of child abuse occur each year in Canada.
- 85% of all cases of physical abuse result from some form of over discipline through the use of corporal punishment.
- Each year some 50 Canadian children die as a result of child abuse.
- 2 out of 3 children who are physically abused are under 12 years old and almost half are under 7 years old.
- Section 43 of the Canadian Criminal Code still permits the "reasonable" hitting of children by parents, teachers and other caregivers.

- Ever since girls have gone to school they have been subject to corporal punishment. The cane, the strap and , in America, the paddle, have been the most common implements, although slippers, rulers and hairbrushes have often been used for less formal spanking.
- During the 1914-18 war no less than 118 girls were caned in a typical English Midlands girls' school.
- Did you know? In the U.S. over a quarter of a million schoolgirls receive corporal punishment every year. As late as 1976 a
survey by the Inner London Education Authority showed that girls as old as 17 and 18 are regularly paddled in the U.K.
schools.
- Since abolition over 100 British schools have opted out of the State system and restored corporal punishment and more are joining them all the time.

SINGAPORE MEDICAL CONCERN Physician Participation in Corporal Punishment 13 June 1994
- Singapore law reqires a medical officer to be present during caning. In response to continuing protests at canings the present of the Singapore Medical Association, Tan Kok Soo, recently defended the role of doctors as participants at corporal punishment.
- Physician Partipation
Section 231(1) of the Singapore Criminal Procedure Code state: 'The punishment of caning shall not be inflicted unless a medical officer is present and certifies that the offender is in a fit state of health to undergo such punishment.
Section 231(2) stipulates: 'If during the execution of a sentence of caning a medical officer certifies that the offender is not in a fit state to undergo the remainder of the sentence the caning shall be finally stopped.
- Conclusion
Amnesty International believes that caning as practised in Singapore is a cruel, inhuman and degrading punishment and that medical participation in it is a violation of medical ethics.
- TRINIDAD AND TOBAGO(Alta Vista)
In April 1993 a Magistrate in Port of Spain imposed a sentence of flogging on an 11-year old boy, who had pleaded guilty to being in possession of cocaine.
The Magistrate ordered the sentence to be carried out immediately.
The Magistrate further ordered the boy to be confined and that he should receive no visitors.

I'm a Christian at a state school in South Africa. Many of the problems that you experienced in the USA 10-20 years ago, are starting to surface here.
- Our academic standards are declining and our students are getting more and more uncontrollable as the humanists have stripped teachers of virtually all their authority. Corporal punishment was outlawed last year and things are visibly worse!!!
