Preface
    I will describe the Japanese situation of education with some statistics.

1. School violence

(Note) Total number of students in Japan (2000)..... Elementary (7366,079)
    Junior high (4103,717), Senior high (4061,761)
(Comment 1) These school violences include with "attacks to teachers", "fights among
        students", "attacks to other people" and "destruction of school property". And the
        number is increasing a little year by year.  
(Comment 2) Criminal code is decreasing a little year by year, however it keeps on the high level.
  By National Police Agency, in 1999, Illegal behavior refer to the juvenile:

(Comment) The number of bullying inciedents is decreasing a little year by year, however it keeps on a high
       level. Therefore, we have to adopt more "school choices", Emergency Removal, Absence, Change
       to other classes or other schools and so forth.
3. Long-term Absence

(Comment) As for the background of Long-term Absences, there are sometimes problems in their
       homes or in their schools. The common sense of association with going to school is
       becoming weaker than previously. And we might be better to change the scool system,
       for instance, to adopt " chater school system" and the reduction of class sizes.
4. Withdrawal from senior high school

(Comment) The reason for the withdrawal are " Do not adjust to studyng i", "To change
      schooling direction" and so forth. The percentage keeps on 2 %, however, is
      increasing a little year by year and is becoming a problem in Japan.
